Over 117 million adult American citizens are registered in a database of facial recognition, according to a study that raises questions regarding the violation of privacy and surveillance technology spread of racial bias, reports The Guardian.


A report by the Center on privacy and technology, of the Faculty of Law Georgetown, consisted that photographs of over 117 million adults are stored virtually, which means that the agencies of law enforcement scan their pictures and use the covered programs to track citizens who do not obey the laws.


Many police departments have ‘real-time facial recognition’ technology which allows cameras to scan the faces of passers-by while walking down the street.


The Maryland State Police used facial identification programs in order to superimpose images of protesters holding pictures of people warrants, according to the American Civil Liberties Union (ACLU).


According to study results, and the ACLU revelations, for the monitoring program of the Baltimore Police, the technology could violate the rights of millions of American citizens and has a disproportionate impact on communities of color.


‘When facial recognition is used aggressively, it can change the nature of public spaces,’ said Alvaro Bedoya, executive director of the Center on privacy and technology, at the Faculty of Law Georgetown.


‘It changes the fundamental freedom that we have to live our lives without people identifying us secretly from afar,’ he added.


According to the report, what is alarming at the program of facial recognition of the FBI is the fact that it is recording people who have not committed any crimes. The FBI database has photos on passports, visa applications for receiving US driver’s license, which means that the police can identify and monitor people which never committed a crime.


According to a study from 2012, which was also attended by an FBI expert, the percentage of accuracy of facial recognition algorithms is of 10% for African Americans citizens, the ACLU notes.


The defective algorithms amplify the racist practices biased policy that is based on the database of photographs which disproportionately represent the people of color.
