On Monday, Kiev will try to convince the highest judicial institution of the United Nations that Moscow supports “terrorism”.
Specifically, the conflict that involves the pro-Russian separatist rebels in eastern Ukraine, in the context of an intensification of tensions in the area, has led Kiev to such a measure.
Ukraine asked the International Court of Justice to take urgent steps to determine Moscow to stop “any support” to the rebels – financial, armed or human resources.
Kiev calls Russia’s help as a “discrimination” against the minorities in Crimea annexed by Russia.
Ukraine also requires compensation for the attacks against the civilians during almost three years of conflicts.
But Moscow, which has always denied that it would arm the rebels, reports that Kiev’s approach is motivated by “political interests”.
Consequently, it denounces “a strong lack of will of the Ukrainian institutions to lead to a dialogue”.
According to Ukrainians, Russia “failed widely” to meet its efforts to seek a solution to the conflict, and “further negotiations would be without substance”.
Furthermore, the rare talks between the Ukrainian President Petro Poroshenko and his Russian counterpart Vladimir Putin had no positive results.
Ukraine wants ICJ “to hear that the Russian Federation has hired international responsibility (…) supporting terrorism and financing it”.
The conflict already led to over 9,600 deaths from the outbreak in April 2014, one month after the annexation of Crimea to Russia.
According to Kiev, the Russian Federation “then shamelessly defied the UN Charter, occupying the territory using the military force”.
Then, Moscow tried “to legitimize this act of aggression” through an illegal referendum.
Ukraine, a former Soviet republic, considers that Russia violates the International Convention on the Elimination of All Forms of Racial Discrimination systematically.
