China’s plan to determine their brightest minds to return home is brilliant

Chinese authorities have succeeded – by offering astronomical salaries, jobs in the public system – to convince 80% of the half-million students who studied abroad to return home, writes the Spanish daily, El Pais.


The paper wrote that in the following 15 years, the rate of young people studying abroad and returning to China has increased from 15% to 80%.


It is an unprecedented rise encouraged by the rapid development of the economy or the mere fact that Chinese youth is unable to remain in the same countries where they studied due to immigration policy.


But the return of the youngsters is also the result of a strategy orchestrated by the China’s most important institutions and specialized units responsible for managing huge budgets just to convince China’s brightest people to return home.


Since the 1990’s, China has developed programs especially for these categories of youngsters


The economic growth and political stability have favored the process, but government policies and competition between provinces that have tried to convince young Chinese people to return home.


According to the Ministry of Education, in 2016, 544.500 Chinese young people chose to study abroad, and in the same year, 432.500 have returned.


One of the best-known projects is the “Plan of the Thousands of Talents” commissioned in 2008 that has as main objective to identify and determine the best scientists and professionals to come back.


“People who want to study abroad should be strongly supported because they must return to China”, revealed President Xi Jinping in 2013.


The program is funded by the Chinese Communist Party’s Organization Department (who appoints senior officials), six ministries (Education, Human Resources, Science and Technology, Information Technology and Industry, Foreign Affairs, Public Security) to handle the situation.
