As it is not passing through enough crises already, the EU now seems hampered by a small Belgian region. CETA treaty with Canada was mired in Wallonia. But the problem has several causes.
To understand what is really going on, it is not enough to point the finger at rebel Wallonia and make it the only drama surrounding CETA.
Speaking of the Belgian State and the European Commission, who led the trade negotiations with Canada, the Walloons already expressed their concerns about a year ago and claim special about this free trade agreement.
In April, the Walloon Parliament adopted a resolution against CETA. No later when it was time for the Belgian prime minister and the Commission to wake up, time to solve the problem. But there was nothing happening. Although it was known long ago the date that the treaty is signed was set, the issues surrounding it were ignored.
Not only Walloons have special claims
Just a few days before signing the document, everyone seemed suddenly stunned that the Walloons keep their position. They felt encouraged by the attitude of other countries with special demands, including having recourse to the threat of blackmail: Romania and Bulgaria have applied for cancellation of visas for their citizens traveling to Canada. The Germans have won in the last moment three provisions that would allow them and other parties to the treaty to stay if national courts raise objections against the agreement.
The German Social Democrats have discovered that they can use themes as CETA for campaigning, TTIP and globalized trade, which has only encourage reluctant position of the Socialist government of Wallonia. The regional prince of Bavaria and the Bavarian government CSU head, Horst Seehofer, found it fair and inexpensive for the parliaments to be more involved in the CETA negotiations.
